Mediaportal Wont Start (1 Viewer)

I was using MP 2.2.0 everything was fine then it decieded it would no longer open I cant get to configuration either so I decided to upgrade to 2.3.0 and still no luck so I ran the MP Test Tool as soon as I go to launch MP I get the following error:
