You are almost correct, here is the fact;
That skin is named "MediaStream" and is made by Team Razorfish for XBMC.
Plex is only a fork (not forge) of XBMC for Mac and can thus use XBMC skins.

Note! Team Razorfish currently only support their skin in XBMC, not Plex
