I'm not sure if I understand the question properly.

Are you asking whether the VLC stream can be stopped when TV Server doesn't need it?

If yes, I suggest again to look at VODServer, because:

VODServer is similar to the VLC re-stream solution, but using rtmpdump and ffmpeg instead of VLC.
