Minimum Video Card for Smooth ATSC HDTV (1 Viewer)

It appears that my Intel Integrated X5400HD Video Controller with HDMI Output is not enough Horsepower to actually play ATSC TV or nice HD Mkv H264 Video files without stuttering or pixelation. I bought this MB (P5Q-EM) hoping that intels claim to provide smooth HD Playback would be true, but it doesn't appear so. I thought it was the USB ATSC adapter that I was using, so I bought a the top end Hauppauge 2250 (Only to find out that the radio doesn't work with MP - added to the issue tracker a week after I bought it), but still had the same issue, so I upgraded the antenna on the roof thinking it was the trees, still no go. The only thing I can think of now is that I need a better video card. I want to try to use the lowest end card possible for two reasons 1) Money, 2) Heat (I already have enough fans in this case with all the harddrives in there)

I am hoping that the Nvidia 210 would suffice, what are you guys using?
