I was just getting back to this thread to report that I figured it out! And the fix was exactly as you said. I opened up a command prompt and ran the dllfix.exe from inside there. I got a nice .NET stack trace there that told me that the dllfix was getting an access-denied on the multi-shortcut DLL it was trying to process. That's when I thought of the admin thing.
