I believe that page actually sums it up pretty well.

Install the Prerequisites (you can ignore '1.' if you only wish to be able to compile) and NSIS from the Optional prerequisites. When checking out the source, you might wish to use https://sources.team-mediaportal.com/svn/public/trunk rather than the individual projects. When done, first run 'MSBUILD_Rebuild_Release_MediaPortal.bat' and then 'MSBUILD_Rebuild_Release_TVServer_Client.bat' from the the build folder. After the scripts have completed you should find two installers, one for MP and one for TVServer, in the release folder.

Try it out, and just ask if you have any problems!
