overlapping border in live tv (1 Viewer)

Hey folks. Pretty new here though I've been lurking quite a bit over the last few days. I have a question about something I'm seeing when I play live tv over the air. On some of my channels or shows that are not in HD, the image is sometimes framed oddly... almost as if there's a second black border overlapping the 4:3 border. Hopefully you can see what I'm talking about in the upper corners of the image below:

I'm using an AVerMedia - AVerTV Bravo Hybrid ATSC card if that's important, and I don't see the same effect in the janky Aver MediaCenter software that comes with the card.

The card was given to me by a co-worker recently, and I have almost no experience with tuner cards before this, so a lot of this is new to me. If I need to lay down any other details, let me know.

Oops, almost forgot the most important thing about this... I only notice it when the aspect ratio is set to Normal. If I choose another aspect ratio it self corrects.

I see that on tv in the uk, only on certain broadcasts, its the video information bar, overscan normally hides it, in these days of digital lcd\led\plasma tv's, surprised this is not reported more, obviously the broadcaster has overall control on how this can be hidden in broadcast, but different filter\codec for TV video playback may mask this, so if you can try another codec in MP config to see if it helps.
