[patch] add support for mkv chapters (1 Viewer)

I made a patch that allows using mkv chapters. Here:

How it works: just checked what media player classic is doing - used IAMExtendedSeeking interface exposed by (haali) media splitter.

Note that there are no hotkeys defined for ACTION_NEXT_CHAPTER, ACTION_PREV_CHAPTER for the fullscreen video; use either context menu or add the actions above in the Configuration - General - Keys And Sound - Fullscreen Video specific actions.
