PCI or USB TV Card? (1 Viewer)

Hi,

I'm planning on building a DVR with Pentium IV 2.0GHz, 1GB RAM Desktop, and I'm looking at hauppauge TV cards.

1) Is PVR-500 is the only on with dual tuners? or are there any other USB tuners with dual tuners?
2) Does hauppauge USB tuners offer hardware encoding?
3) which is better PCI or USB?
