Phillips 7130 (NXP) Support, Can't Create Graph (1 Viewer)

I have been looking for support for this card, problem is the card's name actually refers to the chip, and the rest of the card's components are inconsistent. Anyways I have the filter information and two simple questions:

First, I have read that this card does not include an onboard Mpeg2 en/decoder (can't remember which) and this may why MP continually says "Can't Create Graph". If this is true, how exactly do I fix this? I'm relativly good with computers and know how to change drivers and such but how do I go about retrieving and then routing the card through the en/decoder? Do I do this through MP? Is it a separate program? Do I have to mess with firmware (I would hope not)? I'm just clueless as to how to go about this.

Second, I read the sticky on how to get your card added, and even though it's supposed to work as is according to the wiki, heres the requested information (if it's incorrect or missing something, let me know. And as a note, I know these are the correct files as the included software is specifically labeled "Honestech"):

Last notes: Could someone remove this card from the Wiki until it officially added? Plenty of people have added comments but no one has removed any of the 713X cards as of late. And truly last: If one of the above files is all I need to tell MP to connect to to fix the problem, how do I do that? Thanks in advance.
