Manual stopping of the TV Server didn't solved it, but i found a solution.The install script always complained that it was not able to stop the TV Service or to start it. Here is what i did. In the Windows System configuration i switched the startup type of the TV Service to manual, so it wont come up automatically on startup. Then i rebooted and installed PS++. After the install was complete i switch back to Automatic startup. And what a wonder PS++ works.</blockquote>
