problem of translate to Chinese (1 Viewer)

Hi guys! I am a new to Mediaportal, I tried to translate to Chinese, almost done,but have 2 question:
1, how to add the new language into languange list? I just modified in string_en.xml, and choice English.
2, Can not translate in Somewhere, For example, In the "settings"-"set-up wizard" dialog, the string "Does this PC have always-on Internet access?"(string id 200028), can not display on screen after translated(is blank), does it utf-8 decode problem?
