Problem running DirectX Exclusive mode (1 Viewer)

After switching resolution from 800x600 to 720x576 which is native pal and neccessary for my custom vga to scart connection on a non-HD television, there is suddenly problems running MP in DirectX Exclusive mode, after playing a movie everything becomes distorted and blocky.
Disabling exclusive mode works, but then we have tearing again, even though it is refreshing at exactly 25fps?

The distortion is unfortunately only visible on the tv not in the VNC client so i can't attach a screenshot, unless a photo will suffice?

Any ideas would be greatly appreciated.

Wouldn't the wrong timings also cause problems in normal mode (non exclusive)?

Yes i'm using powerstrip, but it is running at standard 25hz as my tv wouldn't accept anything else. But i'm getting a far superior picture compared to s-video or phono.
