I use the duoflex DVB for Sat. I'm pretty sure there's no big difference while booting Win.

I boot my PC with and without the floppy power connected and never saw any problem.

I'm afraid it sounds like a hardware problem with your new card.  The support from DD is really fast, maybe you'll better ask there what's the problem.
