Re: SAF v5.00 experimental (based on FFDShow DXVA decoder) Having spent more time trying to understand what might be going on, here are a few additional findings:

The SAF5 install disables DxVA for the "xMP4@50" profile (as Hoborg mentioned) and sets the auto-preset-loading flag by default.
The auto-preset-load is resulting in the "xMP4@50" profile to get loaded for all my 30fps .mp4 content (including the test clip). This, as expected, is resulting in vanilla ffdshow being used. We'll need to understand why the 30fps clips are being mapped to the xMP4@50 profile.
Upon disabling the auto-preset-loading, and selecting the "default" preset in ffdshow DxVA config, both GraphStudio and MePo now correctly load the ffdshow DxVA filter.
Playback in both GraphStudio and MePo now results in ~22% cpu utilisation (compared to ~10% with the MS decoder), but I'd venture to say that DxVA is being used. (btw, is there a definitive way besides cpu util to confirm DxVA acceleration?)
Unfortunately, the stuttering and loss-of-sync is still present, both during GraphStudio and MePo playback, with the latter being subjectively worse.
Stuttering/Frame-drop is demonstrably worse during full-screen playback as well as after skipping back and forth in the stream.
Finally, I've confirmed this behaviour on a separate workstation running Win7x64 and a (much more powerful) ATI Radeon 5850.
So, to summarise, we have two separate issues here. First, 30fps content is being mapped to xMP4@50, which in turn runs afoul of SAF5's default settings. Second, DxVA acceleration, when enabled, is resulting in stuttering and audio-sync issues with the test content, especially during full-screen playback under MePo 1.1.2. Hope this helps. Looking forward to finding a solution. Much thanks in advance.
