Scan detects tv channels but will not play them (1 Viewer)

Hi i have a AverMedia Hybrid express tv tuner that the tv server detected automatically and had no trouble scanning and detecting tv analog channels but when i try to preview the channels from the tv server configuration or even play them in Media Portal i get an error that says it could not start up time shifting because it could not detect any audio/video. I have tried this on several channels but i get the same error. I attached the debugging report i which i reproduced the error. Any help would be appreciated.

I have exactly the same problem on my AMD Athlon 2400+XP with ATI X1650 GPU. TV-card: Twinhard SP-300
Any news on how to solve this?
