After months and months of researching, I've finally decide to go with this setup:
HTPC Case:
HFX Classic with Heatpipe Bridge Cooler, Heatpipe Processor Cooler, double Heatpipe GPU Cooler, Safety Control System, HDD Cooler case (price: 700€ + shipping)
Price is quite high, but my final decision came from fact, that I'm using Mediaportal at least 16h daily, so it's well spent money.

Intel Core2Duo E6850
GPU:
Gigabyte ATI Radeon HD 3850 512MB

Patriot DDR2 4 x 1GB 800MHz DL PC2-6400

Analog TV Tuner:
WinTV-PVR-500 MCE PCI or 2x ATI TV Wonder Elite PCIe
It's hard to find real benchmarks of analog tuners in MP, so I'm not sure how to decide. What I'm really going for is, having 2 analog tuners (in terms of available slots, it's easier for me to have 2x PCIe tuners than 1x PCI tuner!) and:
- best possible picture with MP (hard to measure that without proper benchmark between different cards in same system)
- fast program changing
- time shifting...
The only active cooling will come from PSU and Safety Control System (only in case if temperature go above normal). I'm counting on massive alu-block to do the job. In terms of cooling per W, this shouldn't be a problem (it's been done before), but cooling Radeon HD 3850 will surely be a great challenge (I'll use 12 heatpipes - 3 kits).
I'll post my results!
