SetupTv chrases when Tv-Service is not started and when started by a non-admin (1 Viewer)

TV-Server Version: 1.0 RC4
Windows Version: XP SP3

You can reproduce the bug in the following way:

1. Stop the Tv-Service
2. Log on as normal user
3. Start Tv-Server Configuration
4. Answer the "Tv service is not running. Start it now?" with Yes
5. SetupTv chrashes

I think it would be much better if SetupTv checks first if the user has the rights to start the Tv-Service. If not, a message box "Tv-Service is not running. Please start it manually or run SetupTv with admin rights." would be suitable.
