Just an update as I just found this ARSTechnica article

SkypeKit SDK could bring gift of gab to more gadgets

the bottom of it points out Skype Developer which has a big green "Request Beta Invite" button.

I hope this helps get the plugin rolling as i am waiting with bated breath
