The tuner with the highest priority can't be moved down.
If you move a tuner with lower priority up it will get the highest priority, but you will still not be able to move it down.

How to reproduce:
1. Start managment console.
2. Enter "TV Servers".
3. Enter your TV Server.
4. In the list where you can change priority of the tuners select the tuner with highest priority and press down. The tuner will stay at the top.

Nothing is written to the logs!!
