I have scanned for TV stations, it finds all the stations and will show them but, it will stutter and jump.

Videos (avi/mkv) will play fine, no stuttering or jumping.

Try restarting the TVservice - get this sometimes after a reboot and it carries on until i manually stop and start the TVservice
