Hi, I am having real trouble getting this VGA to Scart cable to work:

I have a my 28" widescreen CRT TV with a PCI-E ATI Radion X1300, version 7.5 drivers, latest powerstrip, Win XP, ect. I am sure I have wired it correctly, pretty sure I have the correct resistor, but all I get is a rolling picture which changes when I try different settings. I have tried all the sugested settings on this thread:
