Samsung TV - Press 'info' button, it will tell you the current refresh rate.Play the file in MPC-HC, enable the information display (under view menu) that should tell you the fps of the video file.Ideally fps video = Refresh rate of TV/Video card, if refresh rate and fps rate are not the same you can get the occasional stutter.If you press SHIFT+1 in mediaportal while playing the video it will tell you if you have dropped frames or high jitter which is hardware/software issue (not refresh rate issue)
