Windows 7 and Volume control by remote (1 Viewer)

I have a few questions about volume control in Win7 environment. I use MCE Remote to control of my HTPC. If I press volume up or down button on my remote in any application (not in MediaPortal), then "System Volume" (Device volume) was changed. But if press volume control button in mediaportal, then "System Volume" was not changed, but changed "Application Volume" for MediaPortal application.
This is a correct for Windows 7, but there are some trouble. The volume of MediaPortal cannot be higher than "System Volume". But if i want get maximum possible volume from MediaPortal - I must set "System volume" to maximum possible value. I.e. "System volume" set to 100%, MediaPortal volume set to 10%. But all other application play their sound at maximum volume. This is very rare, but uncomfortable.
2) I can disable volume control button in MediaPortal, but anyway - if MediaPortal window active, it intercept volume control button from my MCE remote (but no react on it) and windows don't change "System volume" as I want.
3) Internal volume control in MediaPortal has very big step. This is very noticable at low volume settings. But if I try decrease step (as example set Custom string = '0,512,1024, 1536,2048,2560....') then I can only decrease volume, not increase. Work only if step >= 1024.
4) Can MediaPortal use some sort of plugin to control volume on amplifier (as example by com-port or IR) ? I think this is possible using HIP (may be other program), but in this case I loose volume OSD.
