Windows Regional Settings mess up almost everything (1 Viewer)

After a while I formatted my HTPC and installed from scratch with WIN XP SP3 English ( all updates ) + MP 1.1.0 Beta + SVN Revision 23908. My Windows Regional Settings was set to Turkish.

Here are my findings

1 - Play Disc does not play DVD and shows screen with empty jevel CD box picture VIDEO_TS underneath ( see attachment )
2 - My TV Series does not import any information from Online TV Database - An open directory of television shows for HTPC software
3 - Movie names in the Moving Pictures scrambled and overlayed by Movie Posters

They are all solved after I set my Regional settings to English(United States).

Is this a common problem.? If not where can I report this as a bug.

PS : Is there anyway to show time format in Streamed MP different than the regional settings cause it shows it as US Format 01:07 PM but I am in Europe :(
