There is a device definition for this card in the configuration xml file (matches graphedit info for card). When I try to configure I get the can't create graph message. The pertinent configuration.log messages appear to be:

2007-07-09 21:47:56.531250 [Info.][Config Main]: BASS: Creating visualization...
2007-07-09 21:47:56.546875 [Info.][Config Main]: Visualization Manager: Closing current visualization plugin...
2007-07-09 21:47:56.546875 [Info.][Config Main]: Visualization Manager: Visualization plugin close not required - nothing loaded
2007-07-09 21:47:56.546875 [Debug][Config Main]: BASS: Create visualization failed

Not very helpful really. Configuration.log attached.
Can anyone give me a clue why a graph create would simply fail like this without any error messages of note? Its as if the module required for graph create isn't even getting loaded?

Those log messages have to do with the music player, nothing to do with your TV card. All it is saying is the music visualization isn't needed because no music is playing.

Sorry I can't be of more help.
