WMV conversion (1 Viewer)

When I convert to wmv I get horizontal lines whenever something fast is happening in the movie, like a car passing from right to left fast, or the camera just going fast in one direction. I use the High quality setting then. How can I get rid of this?

the problem is that conversion to WMV is stuck at low quality. it is always 320x200..we are still waiting for this to be fixed
