One other thing I changed now: i enabled something like "...remote..." during installation of MariaDB.

That does the trick, not the change from 10.2 to 10.3... You could have achieved this also by modifying the user (Root in this case). Default access to the database only is allowed from localhost on both, MariaDB and MySQL. And as far as I remember, TVServer did not allow the usage of localhost because no access from a different system would be possible then... You need to add/modify the user and grant remote access even if you run TVServer and MariaDB on the same system...
