Okay, if scanning works then the tuner should be okay and the testing method should be examined.
Do the channels work in MediaPortal?

    @SvenVdb
Hmmm, I come back to the "restart PC" suggestion...
From the log files, the last time the tuner was used successfully was during a stress test:
    [2014-07-12 21:45:05,508] [Log ] [13 ] [INFO ] - analog: RunGraph succeeded

After that you put the PC into standby:
[2014-07-12 23:59:27,568] [Log ] [PowerEventThread] [DEBUG] - OnPowerEvent: PowerStatus: Suspend

...and the problems start after resume, the next time you try to use the tuner.
    [2014-07-13 13:00:48,679] [Log ] [40 ] [INFO ] - analog: RunGraph returns:0x8007001F

Are you 100% sure that rebooting and then avoiding use of standby/resume does not help, because it really looks like the tuner can't handle standby/resume.

I had indeed a problem with the tuner a couple days ago. (Video encoder stuff)
    But that was solved.

I put my PC never in stanby. Always shutdown...
Since that day, my pc did multiple reboots, (every night a shutdown)....

So it must be something else....

So why are the log files telling me something different?

This clearly shows that your system was suspended overnight, not fully shutdown.

Since that day, my pc did multiple reboots, (every night a shutdown)....
As above: on the night of 13 July the system was suspended, not shutdown.

I see the same thing every night since 30 June.
[2014-06-30 23:37:38,391] [Log ] [PowerEventThread] [DEBUG] - OnPowerEventHandler: PowerStatus: Suspend
    ...
    [2014-07-01 18:26:28,321] [Log ] [8 ] [INFO ] - TV Service: Starting

    etc. etc. etc.

How are you shutting down the PC?

How are you shutting down the PC?

In windows 8.1 you have the new "button" on the left corner. I click on that one and then "Shutdown" ...
