Unfortunately, it didn't. And to make matters worse, I had to uninstall it to get WMC to pick up the stations. If I started WMC and went to 'TV' I'd just get a black screen with the 'Player Controls'. Even went to a different channel...still black. :(
As I understand it, the signal is sent out encrypted from TW's transmission substation and the boxes will decrypt it. It apparently will work with any TV with a Cable Jack (RJ-4 or 6 connector). Not sure why some of the stations would come through.....because the entire signal to this house is...

lol, whoops, Ya, after Channel: 67, I started getting signals. I'll use the XML you provided unless the stations that I want to watch don't show up.
But, now that I have the TV Server running and the Client running all the channels(?) are 'Unknown' and are reported as scrambled. I did install...
Well, if I leave the 'Preferred Network' on 'Generic' your XML locks on to Channel: 1, and 'no signal' on Channel: 2. If I select 'ATSC' as my preferred network then neither of those channels lock.
However, in all cases, 'QAM' and it's various types fail to lock regardless of what preferred...
