when enabling the recording notification it would notify the user on old started and stopped recordings.
ex.
1) 10.00 hrs: client1 starts recording1 at 10.00 hrs.
2) 11:00 hrs: client2 decides to watch TV, when tv starts he gets a notification about recording1, which started at 10.00 hrs.
3) 11.00 hrs: client1 stops recording1 at 11.00 hrs.
4) 11.10 hrs: client3 decides to watch TV, when tv starts he gets a
notification about recording1, which stopped at 11.00 hrs.
these obsolete notifcations should be filtered.
if the start stop actions are older than 60secs, then filter them.
