0003065: Spawned processes popup hidden "Run as..." dialog (1 Viewer)

When an external process is started by TV-Server or by a plugin, like comskip, the process hangs waiting on a hidden "Run As..." dialog.

This only happens in Windows XP. It is a direct consequence of the fix for mantis 0002982: Spawned processes don't have admin rights
