0003383: Reorganize configuration settings tree (1 Viewer)

Reorganize the Configuration tool tree browser and some panels to collect the GUI content (mainly) together. There have been a number of requests to add GUI settings to the Configuration tool and it's organization has been degrading over time as new options are being added ad-hoc.
