On my dev PC (screen resolution 1920x1200) with defaultWide I experience this:
0. Likely requirement: Have different screen resolution from skin resolution.
1. Open a virtual keyboard.
2. Observe you can input text with arrows.
3. Try moving mouse to click a button. Observe that incorrect keys are highlighted. I have to move the mouse approx 5 cm right and 5 cm down relative to the displayed keyboard - then it "works".
