0003611: Change default TV/Radio Database Connection Timeout from 300 to 30 sec (1 Viewer)

The current code sets a default timeout in the connection string (only when it is created) of 300 seconds. If the DB Server is offline, any MP client with TV or Radio enabled will try to connect to the DB and wait a full 300 seconds before continuing the startup. No sane user would wait that long and kill the task before, thus not getting the appropriate error log which helps understand that the SQL server could not be reached.
