0003659: Require the VC++2008 redistributable (1 Viewer)

Require the VC++2008 redistributable. It is not possible to only require the VC++2010 redistributable at this time as TV Server relies on DLLs that were built against the 2008 redist. Until these DLLs can be replaced with new ones we will have to check for and install both redistributables.
