0003661: Card alloc. issue on scrambled Channel when CAM Disable (1 Viewer)

current svn does the following:

channelA is mapped to cardA.
cardA CAM is disabled

when tuning channelA it returns "channel not mapped to any card"-

it should instead return "channel is scrambled".
