0003751: Plugin not accessible from GUI Home/Plugin screen if configuration is not op (1 Viewer)

Sometimes plugins aren't automatically enabled / visible in MediaPortal after first install. You have to open configuration and close it (with OK). Install might be manual or using MPEI, doesn't make a difference.
