100% CPU usage (1 Viewer)

Not exactly sure what the problem is but when I go to the "My T.V." section my computer starts to lag, but when I click to display the T.V. and I hit ctrl+alt+delete my CPU usage is at a steady 100%, and the audio and video are unwatchable because of the lag.
I have a Dell 2400
hauppauge PVR 150
Intel Pentium 4 2.4
512RAM
Intel 82845g Graphics 64mb (I think this might be the problem)
sound max digital audio
Also my current resolution is 1680x1050
I updated all of the drivers so im stumped
Any ideas?
