[TV] Add support for microsoft mpeg software encoder (1 Viewer)

It will be very interesting for those using windows 7 that mediaportal will be able to use the system encoder for mpeg, so all the analog card will work out of the box...
Could it be added to mp1 or to mp2 tv-server?
