I'm in Australian Noob and have purchased the Dvico Fusion HDTV Dual Express for my MP server. I'm starting to think that was a bad choice looking at the forums here. Its seems Dvico drives are not so good.
The problems I have had on my first try are:

TV server picking up the analog tuners as NTSC and not PAL - hence no analog channels
Not all digital channels work even though picked up in the scan
Long delays when changing channels - up to 20secs

Specs:
MB - Asus P5KSE-EPU
CPU - E7200 dual core Intel
RAM - 2GB DDR2
HD - 200GB sata - 4 partitions
GPHX - Radeon 1800XT
Tuner - Dvico Fusion HDTV Dual Express driver v3.68
Latest MP and TV Server
Codecs- fFshow, haali media splitter, vsfilter (as per install guide)

I'd love to hear from anyone who has had success with this card or a similar model.
Thanks heaps in advance!

I have a HDTV Dual express.

If you download the latest drivers all of the issues go away in RC1.

HOWEVER i am having issues with my card scanning and detecting any channel since the complete rebuild and installation of RC2 (win xp pro box). I dont think it is card related, and in the past havent had any dramas with the card, just forever seem to have stability issues running MP (due to my noobness no doubt).

I recommend this card (my friend has it running MP RC1 and have seen it running RC2) as plenty of people have them and there is also someone around to help solve your issues with it.

I cant get this card to find analog channels in RC3 it thinks its ntsc as well. I have another intestesting issue where one digital tuner will tune and find all the channels, yet the other will tune, find one transport stream and lockup whilst in TV server configuration. (NVM I had australia, All regions selected on that tuner. DOH)

As for analog I know it works via direct show, VLC works fine once the driver properties comes up and you select PAL_G

Another interesting thing, once you scan with either of the analog cards, you cant bring up any other page in tvserver config, weird. you need to close and re-open it to get anywhere.
I also tried to disbaled the digital tuners incase there was something funny with the way the hybrids were configured (i used the info in the wiki) still no good.

Another interesting fact, I clicked scan on of of the analog tuners and after 30 seconds the progress bar is complete and no channels are found. however after closing an opening TV server config and selecting "Manual Control" you can see that the card is apparently still scanning.

I might try to import a list of channels, perhaps then I can get a lock with a card.
will post results (I want channel 31 dammit)

I have the PCI (not the express) version of the dvico dual digital 4. Having problems with getting it started but seem to have found the problem.

The Motherboard that I have is old and uses the SIS 7001 USB chipset, which is about the dogdest one possible. The problem (I believe) stems from the fact that most these "dual" tuners are in fact two turners on the one card with a USB interface (in this case VIA) and that has compatability issues with the MB usb.

Dont know if that may be part of the problem, but another option to look at.

    My two cents....
