[Configuration] Assign a key to ACTION_SUBTITLE_DELAY_PLUS/MIN by default (1 Viewer)

By default there isn't any key assigned to subtitle delay plus and min under Keys and sounds in MP config (under General). I really think there should be. It's a great function I use almost every day, and lots of people won't know it exists.

I use F10 and F12 for this, and I haven't encountered any issues over about 6 MP releases (SVN and official).
