ATI video 4650 hdmi issue on windows 7 x64 (1 Viewer)

I have this HDMI not plugged in issue. I have to physically unplug and re-plug the hdmi at the back of the video card before it acknowledges hdmi is connected. Either that or restart while the TV is turned on and switched to the right input.

Anyone solved this yet?
