I think the idea was you would get a digital license when you bought a traditional TV license. This then allowed you access to the online content. Those that didn't have a traditional license could then buy a digital only one. I can't remember if this was going to be extended to non-UK rsidents as well or not, i guess it depends on the BBCs licensing terms from other broadcasters for the programs it shows.</p></blockquote><p></p>
