I use WinTV 7 from hauppauge and it finds it without problem. I know that the physical channel is 109, and I am pretty sure that means the freq is 697250. All the other channels seem to have 0 for the network ID and I set the modulation to mod256Qam and the provider to Unknown. I know the Service Id is 2628 from the scan of WinTV7.
