    Hello and welcome Keith

Tried to install c++ 2008 and 2010 manually but it did the same thing lock up the PC.
If you can't install VC++ 2008 and 2010 redistributables manually then it's no surprise that MP has problems trying to do the same thing.
Do you run security software (anti-virus, anti-spyware etc.)? If so, maybe try disabling it while installing the VC++ redistributables. If that doesn't help then I'm not sure what else to suggest, as such an issue would point to problems with Windows.

P.S. Make sure you're installing the x86 (32 bit) redistributables, even for a 64 bit version of Windows. MediaPortal is 32 bit software, and therefore the 32 bit redistributables are required.
