Well this is caused by Microsoft's StreamBufferEngine and should be considered "normal".

btw: I've even seen a Medion DVB-S receiver stuttering a sec after channel change

The "no signal" issue is currently investigated by MP team.

If your audio still gets out of sync try the MPA audio decoder!
