Without log files we could only speculate that TV Server is blocked from accessing the stream by a firewall, or the stream provided by the camera is not an MPEG 2 transport stream, or there's some problem in TV Server's RTSP handling etc. etc. etc. There are many possibilities. A diagnosis and possibilities for resolution could only be confirmed if you provide log files.
