This article explains how the national norwegian broadcaster is going DVB-IP (ETSI TS 102 034) with all its tv and radio transmissions. Great!

Tv-channels will use MPEG-4 part 10 (H.264) for video and audio MPEG-4 HE-AAC

-MHP (Multimedia Home Platform),
-DVB EIT (Digital Video Broadcasting Event Information Table)
and DVB-Subtitling.

Great news. I look forward to the day that slow irritating cable providers has to compete with IP solutions =)

Bredbandsbolaget/Viasat does this in Sweden via fibre and ADSL/VDSL. Though the broadcasts are only MPEG2. Crappy thing is that Viasat locks the subscription card to the STB.

A friend of mine uses the solution over VDSL, channel switches takes approx 3-4 secs.

MPEG4/H.264 requires quite a bit of horsepower, during the World Cup transmissions here in Sweden I had to use my Opteron based Sun server to be able to get a smooth picture. Amazing picture quality though, 25mb/s.
