What I see in your logs is:
1. The video is h.264 - should be okay in your system.
2. Frame rate is 23.976 - possibly the problem as it doesn't look like you're using anything to match the frame rate with your 60 Hz monitor.
3. The FFDShow DXVA and MPC-MPA audio codecs aren't being used (seems they can't handle the format). Instead, the FFDShow audio and Microsoft DTV-DVD video codecs are being used.

I suspect that this is a refresh rate matching issue or codec issue.

Why would it play fine in media player but not MP?

Because WMP operates completely differently to MP. It chooses codecs (decoders) automatically based on something called "merit", which is like a priority rating for codecs. Sounds okay, but in practise it can be tricky to manage and quite complicated. With MP, *you* specify the codecs that you want to use. If you choose correctly then everything usually works really nicely. If you make the wrong codec choices then problems like this can happen. Some codecs can handle some files and not others. Codec choice becomes a matter of personal preference based on what you have available and what works well for the files the you want to play.

The "codecs and renderer" section in MP configuration would be a good start.
I mean -->here<--. You can also change these settings from within MediaPortal as described -->here<--.
Try some different options for the h.264 video and MPEG / AC3 audio settings.

Also have a read of -->this<--. Your file has a 23.96 Hz refresh rate, so *something* has to convert that to a refresh rate that your monitor can handle.
